This mentally-handicapped woman is a resident of Sen Sokak in Tire, Izmir (A city of Turkey). Sen Sokak is a street located in a neighbourhood where the most underprivileged people of Tire lives.

The other woman (out of focus) is her relative and care-taker. They live in a room of 20 square meters and depend on the very little pension they get from the state, and the help of their neighbours.
